Joe is president and director of TNB Bancshares Inc. and its subsidiary Texas National Bank, a Hispanic-owned community bank in Mercedes, Texas, that focuses on small businesses in the Rio Grande Valley.   The bank has grown under Joe's leadership from $64 million to $360 million in assets.

Prior to joining Texas National Bank, Joe was vice president at JPMorganChase, where he held positions in commercial lending and private banking, and managed U.S. and international clients.  He was also a registered investment adviser.

Joe was the first Hispanic banker appointed to the board of the Federal Reserve Bank of Dallas, and is the first person from the Rio Grande Valley to serve in that capacity. He was previously a member of the Regional Bank Council for the Federal Reserve Bank of Dallas-San Antonio branch.  He also served on the Community Depository Institutions Advisory Council of the Federal Reserve Bank of Dallas and was appointed as the committee’s national representative in Washington, D.C.; he was also vice chairman of the committee that advised the Federal Reserve System Board of Governors on community banking issues and trends. He was previously a board member of the Texas Bankers Association, and a committee member for the Minority Depository Institutions Advisory Committee to the Office of the Comptroller of the Currency.

He is a past board chair for the Boy’s and Girl’s Club in Edinburg, Texas, and was treasurer and a board member of the VAMOS Scholarship Fund. He has also served as a board member for St. Matthews Episcopal School and Christian Life Church. Joe graduated magna cum laude from the University of Texas-Pan American Class with a bachelor's degree in business administration. He frequently travels with his wife and enjoys deer hunting and bay fishing with his daughter.
